Permissions Editor should Support Uncoupling of User Accounts from Roles

Current Situation

• Once a Role or Roles have/has been specified for a User Account the only way to separate a User from the Roles is to delete the User.
• When a User Account has been selected in the Masters view the "delete' Role function (the X) returns the message that a Role cannot be deleted as long as it is assigned for a User Account. This behaviour is not logical when the context is within the User Account (i.e. a User Account has been selected and is displayed in the Account Button of the view).

Desired Behaviour

• It should be possible to 'uncouple' a User Account from a Role without deleting the Account.
  • It would be desirable if new/alternative Roles could be specified for the User Account at the same time.

Maintainer Notes

• The uncoupling is available from the action menu of the Accounts tab when using the "edit" action and removing the role assignment.
• The following behavior works as designed: a Role cannot be deleted as long as it is used by an Account
• We do not want the uncoupling function to be available in two places, with the Masters tab and the Accounts tab. Therefore users should switch to the Account tab to uncouple a Role from an Account.
