The xmleditor web services should not write a validation error to the joc.log file

Current Situation

• The xmleditor web services are used to create the File Transfer, Notification and Others configurations.
• When an element is added to the configuration, a validation web service is called and if the document is not valid, an error message is populated to the JOC Cockpit and in the joc.log file.
  • It can trigger a Notification if a SystemNotification is configured.

Desired Behaviour

• The xmleditor web services should return the possible validation errors, but not trigger a SystemNotification.

Test Instructions

• For example, create an invalid File Transfer configuration
• Validate it
• Check joc.log for validation errors
  • expected result: no error
