Offer bulk operations to propagate Job Templates at user folder level

Current Situation

• The bulk operation to "Apply Templates to Jobs" is offered at user level folder and at "Job Templates" system folder level.
• However, this works only if the related folder has previously been expanded.

Desired Behavior

• Make the bulk operation to "Apply Templates to Jobs" available at any time from any user level folder.
