Propagation of Job Templates should be offered for single Job Templates

Current Situation

• Users can propagate changes of a Job Template to Workflows by using the bulk operation "Apply Templates to Jobs" that is available at folder level.
• However, the functionality works only if more than one Job Template is available with the related folder. Otherwise this raises a JavaScript error (data undefined) that prevents tags from being propagated.

Desired Behavior

• Make propagation of Job Templates available for any number of Job Templates included with a folder.
