Cleanup Service logs/notifies an error if the period setting is not set

Current Situation

• Cleanup Service startup is controlled by the JOC-Cockpit Settings->cleanup->period (default - not set).
• If this setting is not set, the Cleanup Service logs this information as an error on every JOC or Service startup.
• This can result in an ERROR Notification if the Monitor Service is configured accordingly.

Desired Behavior

• Cleanup Service should log the start/stop information to the logs/service-cleanup.log log file, but should not raise an error if the period setting is not set.
