Accounts should not be configurable with OIDC identity service

Current Situation

It is possible to add accounts to the OIDC identity service and assign roles to the accounts. This assignment has no effect as the assignment is done by the group roles mapping that is configured in the settings for the identity servcie.

Desired Behavior

The accounts tab should not be available for OIDC identity services. The accounts tab should only be available for OIDC-JOC identity services.
