Active Director Agent's URI should not be changeable from the UI

Current Situation

• In a Director Agent Cluster we find an active and a standby instance.
• The URI of both active and standby Director Agent instances can be changed from the UI.

Desired Situation

• The URI of the standby Director Agent instance only should be changeable from the UI.

Maintainer Note

• This issue is dismissed due to the following distinction:
  • The URL of an active or standby Director Agent can be changed at any point in time. This change is stored to the inventory.
  • Only when the user deploys the configuration change then it is relevant if the standby or active Director Agent's URL is changed.
• As it is the user's decision when to deploy this change we cannot know which Agent Director is active or standby at this point in time.
• Should the operation be applied to an active Director Agent then the Controller will return an error message that is presented to the user.
