Copy folder should update Notice Board references in workflows without adding new references

Current Situation:

• When copying a folder containing a Workflow and a number of Notice Boards, all the workflow that uses PostNotices will be updated from all Notice Boards included in the folder.

Steps to reproduce:

• Create a configuration which includes three notice (n1.n2,n3) and a workflow which includes a job instruction (job1) added a Post notice instruction.
• Post notice having the reference of Notice n2.
• Copy the folder to another folder.
• Open the copied folder and click on the post notice instruction. It shows the reference of all three notices (n1,n2,n3)

Desired behavior:

• When copying a folder containing a Workflow and a number of Notice Boards, all workflows that uses PostNotices should be updated without adding any unwanted references.
