New Permissions Editor

Current Situation

The permissions are stored in the configuration file shiro.ini. There are three sections for users, roles and folders.
To change the permissions or add new users and roles it is neccessary to edit the file and restart the JOC Cockpit.

Desired Behaviour

There should be a permissions editor that provides the permissions and users to be edited. Changes should be active after a new login to the JOC Cockpit.
The Permissions Editor can be executed when the permission sos:products:joc_cockpit:jobscheduler_master:administration:edit_permissions is assigned to the user.
