Import should update Notice Board references in workflows without adding new references

Current Situation

When importing an archive containing a number of Notice Boards then all workflows that use PostNotices Instructions will be updated from all Notice Boards included with the archive.

Desired Behavior

When importing an archive containing a number of Notice Boards then Notice Board references in workflows should be updated only and no unwanted references should be added.
