Orders in PROCESSING state should transition to FAILED state instead of CANCELLED if the Agent is killed

Current Situation

• When executing a workflow and killing the Agent during execution of the workflow, the order will transition to the CANCELLED state after the Agent is restarted. The operations to "Resume" and to "Cancel" are not available.

Desired Behavior

• In above situation the order should transition to the FAILED state to make the "Resume" and "Cancel" operations become available.
• If the order is within a Retry Instruction, then processing is automatically continued after restart of the Agent.
