REST API /controllers should not raise "Access denied" if no Controller is registered

Current Situation

• If no Controller is registered with JOC Cockpit and the /controllers REST API request is executed then this results in an "Access denied" error.

Desired Behavior

• No error should be raised (HTTP status code 200) by the REST API and an empty response should be provided.
