In vain deployed objects are not longer included in the list of deployable objects

Current Situation

If an object is repeatedly attempted to be deployed but no attempt is successful, then this object will no longer be displayed when the "Deploy" function is called in the action menu of a folder.

Example: If a user tries to deploy a File Order Source to which the workflow is not known by the Controller then the deployment fails.

Desired Behavior

The above objects should be included as drafts in the list of deployable objects when the "Deploy" function is called in the action menu of a folder.
