Adding Ad-hoc order to a job chain with File Order Source should be completely disabled

Current Situation

• The adding of Ad-Hoc order is disabled when the Job Chains includes the file order source, but the Add Order button is only disabled when the Job Chain is expanded. The user can still add the Ad-Hoc order when the Job Chain is collapsed.

Desired Behavior

• Users should not be able to Add an Ad-Hoc order to the Job Chain with File Order Source when the Job Chain is expanded or collapsed.
