Allow conversion of a Standalone Agent acting as a Cluster Watch to a Director Agent

Current Situation

• Users who wish to set up a Controller Cluster and an Agent Cluster have to use a Standalone Agent acting as a Cluster Watch.

Desired Behavior

• During the setup of a new Controller Cluster, both a Standalone Agent or an Agent Cluster can be set up as a Cluster Watch Agent.
• An already registered Controller Cluster can be assigned both a Standalone Agent and an Agent Cluster as a Cluster Watch Agent.
