Daily Plan view should display the correct date when using the "Create Daily Plan" function

Current Situation

• Consider the Daily Plan view with the calendar widget in the left panel.
• When selecting a single date from the calendar and hitting the "Create Daily Plan" button the view shows the previous day in a popup window. The reason for this behavior is wrong calculation of the time zone.
• The wrong date is displayed in the JOC Cockpit GUI, however, the correct date is used for orders created for the daily plan.

Desired Behavior

• The JOC Cockpit GUI should display the correct date when using the "Create Daily Plan" function.
