On refresh a disabled Identity Service is enable again

Current Behavior: 
When an Identity Service is disabled, then when switching the tab or refreshing the JOC Cockpit the Identity Service is enabled again.

How to reproduce:

• Select "disable" option from the action menu of the Identity Service.
• Change the tab in the JOC Cockpit or refresh the page
• The disabled Identity Service is enabled again.

Desired Behavior:
If an Identity Service is disabled, it should not become enabled until the option is selected from the action menu of the Identity Service.
