Allow bulk operation to resume orders from arbitrary workflows

Current Situation

• The JOC Cockpit allows to resume individual orders. For such orders a popup window is displayed that allows to move an order by use of the mouse to the desired position to resume execution.
• In addition a bulk operation is available to resume suspended orders of the same workflow. This operation will resume selected orders from their current position.
• No bulk operation is available for suspended orders using different workflows.

Desired Behavior

• A bulk operation should be added that resumes any selected, suspended orders from their current position.
• This operation should work across workflows that selected orders are assigned.
