Job Stream Starters should have a unique name

Current Situation

To start a Job Stream with a Starter its title can be used. The title is not unique and is not required by the GUI.
It is also possible to start a Starter using its ID. The id normally is not known without access to the database

Desired Behavior

Job Stream Starters should have a name. The name should be unique and required. In JOC Cockpit, the Starter's name instead of its title should be displayed.

Note

The name will be initialized during the update process with the Job Stream Starter ID. The name can be changed manually with JOC Cockpit.
