Update JOC Cockpit to reflect DST changes to time zones

Current Situation

• On March 14th 2021 a change of daylight saving was applied to the EST time zone.
• On March 28th 2021 a change of daylight saving was applied to the CEST time zone.
• This change is not reflected by JOC Cockpit that does not know of the current date for DST change
• This problem does not affect the Master, Agent or Web Services. Any jobs are scheduled for the expected date and time. This problem affects the display of dates with the JOC Cockpit GUI only.

Desired Behavior

• Update JOC Cockpit to use a current time zone database.

Workaround

• If you are located in the EST time zone modify your profile settings with JOC Cockpit to use the time zone Etc/GMT+4
• If you are located in the CEST time zone modify your profile settings with JOC Cockpit to use the time zone Etc/GMT-2

Patch

A patch for 1.13.8 is available.
Please download the "joc.1.13.8-patch.war" file and copy the file to $jetty_base/webapps/joc.war.
