Period for job streams

Current Situation

• The setting in the file scheduler.xml for job stream global events periods is sos.jobstream_period_begin
• This setting defines the offset before 00:00 UTC, e.g. when the period should start at 10:00 UTC then the value for the setting is 14:00, i.e. 14 hours before midnight.
• This setting is hard to understand and therefore should be simplified.

Desired Behavior

• This setting should define the begin of a Job Stream period that is calculated in the JobScheduler Master's time zone..
• For example a setting of "00:00" specifies the begin of a Job Stream period at midnight. If the Master is running in the UTC time zone then no day light saving is considered. Otherwise, if the Master is e.g. running in the CEST time zone, then daylight saving of that time zone will be considered.
