Setting the absolute repeat period for a job stream starter run-time should work when seconds are not specified

Current Situation

When specifying the absolute repeat value in a run-time for a job stream starter with the value for the seconds like 00:05 an error message is shown (Could not parse...).

Desired Behavior

It should be possible to specify the value for the absolute repeat without the need to specify the value for the seconds.

Workaround

When specifying the value for the absolute repeat in the run-time for an starter of a job stream then define the value like 00:05:00
