Enable authorization for restart/end/abort of JobScheduler

    Description

      Due to the concept of roles in JS the user of JOC should not terminate/restart/abort/pause. the Scheduler Engine by default.

      This behaviour should be the default in the future (all functions switched off).

      It should be possible to customize this in the configuration of JOC, e.g. for each each menue item separately.
