Add encryption capabilities to JITL SetJobResourceJob

Current Situation

• Starting from release 2.7.1 JITL jobs support decryption of argument values.
• The js7_set_job_resource.sh shell script supports encryption of arguments for Job Resources.

Desired Behavior
The JITL SetJobResourceJob supports encryption of argument values for Job Resources. This includes string values and files as provided by the js7_set_job_resource.sh shell script.

Two new arguments will be introduced

• file (optional) : The name of the file that should be encrypted
• encipherment_certificate (optional): The certificate or public key. Is usually made available via a job resource JR, whereby JR originates from the certificate management.
