Inventory plugin should consider distributed orders

Current Situation

• The inventory plugin doesn't consider distributed orders when the JobScheduler is started so that JOC will not receive permanent information about these orders.
• This is no problem for views such as "Job Chains" that use volatile information provided by a Master. However, this is a problem for the "Configurations" view that allows to manage such objects. Distributed orders will not appear in the "Configurations" view after restart of the Master as the permanent information is not available.

Desired Behavior

• The Inventory plugin should store distributed orders to the Inventory tables too.
• This works already if the JobScheduler is currently running but it does not work after a restart.

Maintainer Note

The permanent information of a distributed Order is only available if this Order is stored in the "live" directory of that master with which JOC is currently communicating.
