Description

Current Situation

The SystemNotifier job creates a new corresponding Java plugin object

SystemNotifierSendNscaPlugin (NotificationInterface)
SystemNotifierProcessBuilderPlugin (NotificationCommand)

for each notification send.

Desired Behaviour

The corresponding Java plugin object should be created/initialized one time per configured NotificationMonitor element.
