The job JobSchedulerDequeueMailJob should be able to run in a job chain

Current Situation

The job JobSchedulerDequeueMailJob can be configured as a standalone job that runs periodically.

Desired Behaviour

The job JobSchedulerDequeueMailJob should be configurable as a job in a job chain. The job chain should be a file order source and the job should consume new arriving files.
