Split orders running on an agent should have node parameters from the xml_payload from the root order

Current Situation

The Splitter job does not put the xml_payload into the child orders. A job chain with a splitter job will not provide the node parameters when running on an agent as the configuration for the node parameters is stored in the xml_payload

Desired Behaviour

The Splitter job should put the xml_payload into the child orders. A job chain with a splitter job will then provide the node parameters even when running on an agent as the configuration for the node parameters is stored in the xml_payload.
