Notification configuration should support ${param} for substitution

Current Situation

The notification configuration supports substitution with environment variables.
When using environment variables the syntax of the operation system is used e.g. %PARM% in an windows environment.
Additionally the substitution with {param} is available

Desired Behaviour

As JobScheduler substitutes with ${param} syntax for all platforms, this should also be available when using substitution in the notification configuration
