The function for checking the job history in job monitors should only take jobs with steps>0 into consideration

Current Situation

• When checking the job run history all entries will be handled during the evaluation. Even those, that do not have a process step e.g. when the pre processing did skip the process step.

Desired Behaviour

• When checking the job run history only entries will be handled during the evaluation that have a process step.
• Entries with no process step should be ignored.
