"JOE Help" link should work if JOE is opened within the JID dashboard

Current Situation

• After opening JOE as part of the JID dashboard (e.g. via the "C:\Program Files\sos-berlin.com\jobscheduler\scheduler-aa\bin\dashboard.cmd" link in the Start Menu), clicking on the „JOE Help" link from the top row of the interface causes the following to be returned in the browser:
  Die Dateien unter /C:/doc/en/reference/scheduler_editor.xml konnten nicht gefunden werden
• The same link works if JOE is opened directly (via the "C:\ ... \jobeditor.cmd" link in the Start Menu).

Desired Behavior

• The links available with JOE should work in the same way for JOE being executed directly and being executed by the JID dashboard.
