file_path: suppress local_dir on file_path if local_dir is already specified in value

if a value for file_path is given with pathname (like /hom/scheduler/a/b.txt) and local_dir has a value then local_dir is not in effect for the value of file_path.

previous behaviour: the filename was created with value(local_dir,file_path).
