Root permissions should not be required for JOC Cockpit setup on Linux

Current Situation

• The JOC Cockpit setup for Windows requires always elevated admin permissions.
• The JOC Cockpit setup for Linux requires root permissions if it will be installed together with the included Jetty.

Desired Behavior

• The Windows setup remains unchanged.
• The Linux setup should be callable without root permissions even Jetty will be installed too. But then it has some restrictions
  • Jetty cannot install as daemon by the setup and therefore cannot configured for an automatically start after reboot of the Linux machine.
