JOE should have the required cairo settings to avoid manual settings in the start script

Current Situation
In some environments JOE crashes with the error

java: cairo-misc.c:380: _cairo_operator_bounded_by_source: Assertion `NOT_REACHED' failed.

Desired Behaviour
JOE should not crash. To achive this the start script should have the required JAVA Option

JAVA_OPTIONS=-Dorg.eclipse.swt.internal.gtk.cairoGraphics=false
