Setup should install download js7-license.jar file

Current Situation

• Users can add a license key when installing JOC Cockpit and Controller.
• Use of a license key requires users to download the js7-license.jar file.
• Users have to store the js7-license.jar file to the following directories:
  • For the JOC Cockpit to JETTY_BASE/lib/ext/joc
  • For the Controller to JS7_CONTROLLER_HOME/lib/user_lib

Desired Behavior

• If a license key is added then the installers for JOC Cockpit and Controller should install the js7-license.jar file.
