The Setup should import the SOS Job Documentation to be available for JOC Cockpit

Current Situation
At the moment the SOS Job Documentation is only available in the filessystem of a JobScheduler instance. There is no possibility to add those desciption to a JobScheduler object over the JOC Cockpit.

Desired Behavior
The SOS Job Documentation should be made available for JOC Cockpit, so users are able to assign those documentations to a JobScheduler Object over the Joc Cockpit.
