Regular expressions should support UTF-8 encoding

    Description

      Desired Behavior

      • Using the file system encoding UTF-8 (under Unix this is the default) it is not possible to process files with umlauts in the right way.
        • A file name such as "übersicht.csv" is recognized as "übersicht_PMFHSBC.csv".

      Maintainer Notes

      • This feature is related to JS-1374 and requires a replacement of the implementation of regular expressions.
      • This feature will be considered for JobScheduler 2.0, it will not be added to JobScheduler branch 1.x.
