The active JobScheduler in a backup cluster should display in JOC the task and order logs from all the other JobScheduler in the cluster too

<show_job job="..." what="task_history"/> and <show_job_chain job_chain="..." what="order_history"/> should return history entries from all JobSchedulers of a backup cluster
