Publish JobScheduler sources to publicly available repository

Current Situation

• SOS ships the source code for JobScheduler (C++, Java, Scala) with the respective release.
• Building JobScheduler from the source requires some engineering effort.

Desired Behavior

• The sources for JobScheduler Engine including components such as JOE, JOC, JID, JADE are available from a public repository (Git including Maven configuration). See https://github.com/sos-berlin
• Dependendies are clearly configured in the repository.
• Build instructions are available.
