Setbacks are counted doublewise when using Node Parameters

When using node parameters in a job chain, two setbacks are invoked in case of error with on error=setback. This happens, because the configuratione monitor has an implicite setback. This implicite setback no longer will be executed. You have to add on error=setback to your nodes with a wanted setback behaviour.
