JobScheduler should auto load changes to a holiday file

    Description

      If holidays are used from a file that is included via the live_file="..." attribute then Job Scheduler should react on changes to that file and should apply the changes (run-time or schedules) immediately.

      This feature already works for parameters, see JS-215
