TimerHeap based Exceptions

Current Situation

• JS-2255 addresses the problem of TimerHeap Exceptions raised from the Cats Effect library.. The issue is focused on preventing NullPointerExceptions.
• A number of users operating JS7 release 2.8.4 still face TimerHeap Exceptions disguised in NullPointerExceptions, ArrayOutOfBoundsExceptions etc.
• When a TimerHeap Exception occurs, then the Controller can shutdown.
  • This happens in case of switch-over between Controller instances in a cluster.
  • This happens in case of the Daily Plan Service adding a number of orders approx. at the same point in time.

Desired Behavior

• TimerHeap Exceptions should be prevented and in case that they cannot be prevented, then the Controller should deal with the situation and should not terminate.
