Fixed: Agent commands could be executed out of order

Current situation

• The Agent could execute commands received from Controller out of order.
• In cases, where a SubagentItem and an Order were transferred to the Agent, the Order could start before the Subagent was known.
• This was observed while developing v2.7.2.

Desired situtation

• This is fixed.
