Keep sort order of variables in events to History Service

Current Situation

• JOC-1639 introduces consistent sorting of variables from the sort order specified with the workflow.
• The sort order of variables is considered when adding orders to the Controller.
• On return of events carrying variables to the History Service the Controller does not consider the original sort orders specified when adding the order.

Desired Behavior

• The Controller should keep the original sort order of variables from the point in time when orders have been added and should return variables to the History Service in the original sort order.
