Finish Instruction considers successful history outcome

Current Situation

• With JS-2055 the Finish Instruction is added an option to force successful history outcome for orders.
• This option works fine when used with a Fork Instruction
• This option does not work outside of a Fork Instruction. In this situation the history outcome is unsuccessful.

Desired Behavior

• The Finish Instruction should provide a successful history outcome of orders independently from its position in the workflow.
