Replace jdom 1.1 with another implementation due to 3rd party vulnerability CVE-2021-33814

Current Situation

• Currently JobScheduler components use jdom version 1.1
• a vulnerability affects this version,

Desired Behavior

• Due to a vulnerability Issue of older jdom releases and that no newer version fixing the problem is available the JobScheduler components should use a different implementation for XML processing to fix the issues.
• The JOE Job Editor is removed from JobScheduler releases, see JOE-295
