Running job streams should not be recalculated unnecessarily

Current Situation

All running job streams are recalculated when a task ends.

Desired Behavior

When a task ends only running jobs streams should be recalculated that

• are assigned to this task
• use global events
• use job stream references
• use an expression to check if a file exists
