Job Chain node parameters can be specified for nodes on a Universal Agent with state/param

Current Situation

Parameters can be specified for job chain nodes by using the parameter name syntax: <state>/<param> where
<state> is the state of the job chain that the parameter refers to.
<param> is the name of the parameter.

This works for shell jobs on the master.

Desired Behaviour

The parameter name syntax <state>/<param> should also work when running on an universal agent.
