Update Joda Time to a current release and build Joda Time with current timezones

Current Situation

• JobScheduler 1.11 ships with Joda Time 2.5
• The Joda Time .jar file is outdated and so is the timezone database included

Desired Situation

• Update Joda Time to the current release 2.9.9.
• Create a build job in the SOS build system that allows
• Create a document in confluence which describes how
  • to compile Joda Time 2.9.9 from sources and
  • to compile Joda Time with a current TZ database
  • Find instructions from the http://joda-time.sourceforge.net/tz_update.html web site
• The Joda Time .jar file should be updated (from the same version) for JobScheduler Minor and Maintenance Releases. This includes LTS releases that receive an updated Joda Time .jar file with current timezones.
