Universal Agent sends stdout lines in batches to Master

Current behavior

• The Universal Agents sends stdout or stderr line by line to the controlling Master (which writes them into the task log).

Desired behavior

• The Universal Agent sends stdout and stderr in batches to the controlling Master,
• reducing the HTTP traffic, and
• reducing the delay of the task.
